What Lee County investors should plan for

Rebuilding after Hurricane Ian

Hurricane Ian made landfall in Lee County in 2022 and caused severe damage on Fort Myers Beach, Sanibel, and Pine Island. Helene and Milton added more damage in 2024. Rebuilding is still under way, and many damaged or rebuilt properties are selling to investors.

The 50% rule

In a FEMA flood zone, if repairs or improvements cost more than 50% of the building's value, the building usually must be elevated or rebuilt to current standards. FEMA has closely reviewed how local governments in Lee County enforce this rule since Ian, so expect building departments to apply it carefully. Confirm the requirements before you buy a damaged property.

Vacant lots in Cape Coral and Lehigh Acres

Both communities were laid out decades ago with large numbers of residential lots, and many are still vacant. That makes lot loans and new construction loans common here. Before buying a lot, check whether city water and sewer are available, and whether utility extension assessments apply, because both affect building costs.
